A new early childhood classroom is now open at SPARK Apartments, expanding access to care for some of the community’s youngest residents.
Neighborhood House recently launched its second classroom at the site, marking the first time toddlers are being served there through an Early Head Start partnership with DDI Vantage. The addition is aimed at helping families access affordable care closer to home while supporting children during a key stage of development.

The new classroom, which began operating April 1, currently serves a small group of children selected based on need through Early Head Start guidelines. The program focuses on creating a stable, nurturing environment where toddlers can build early relationships and develop social and emotional skills.
“At Neighborhood House, we see firsthand how transformative high-quality early learning can be, not just for children, but for entire families,” said Andrea Arflack, Development and Communications Director. “Opening this toddler classroom at SPARK means more families have access to the care, stability, and support they need during a critical time in their child’s life.”
Children in the program take part in structured play and learning activities designed for their age, with an emphasis on curiosity, communication and confidence. The classroom also incorporates outdoor time, early literacy exposure and hands-on exploration, while providing meals and full-day care throughout the week.

The expansion was made possible through a long-standing partnership with DDI Vantage, which works with providers across the region to broaden access to Early Head Start services.
“DDI Vantage has been proud to partner with childcare providers like Neighborhood House for more than a decade to expand access to high-quality Early Head Start services,” said Kim Smith, DDI Vantage Early Head Start Program Director. “We are thrilled to be part of this new classroom at SPARK Apartments, which reflects a shared commitment to supporting young children and families during some of the most critical years of development.”
Enrollment is limited and based on eligibility requirements, with priority given to families with the greatest need.
